Caisse des dépôts et consignations and its subsidiaries constitute a public group serving the general interest and economic development of the country. The Group fulfils its missions in the general interest by supporting public policies undertaken by the State and the local authorities and can undertake competitive activities.” (Article L. 518-2 of the French Monetary and Financial Code, amended by the 2008 Law on the Modernisation of the Economy).

Caisse des Dépôts plays a unique role in France. It is a long-term investor renowned for its expertise in mandate management which, alongside its subsidiaries and in keeping with its financial interests, contributes to the development of local areas and the fight against inequality.


Caisse des Dépôts’ 5 areas of expertise are as follows:

  • Banque des Territoires: solutions (in terms of consulting, financing and transactions) for local authorities, semi-public companies and social housing bodies for example, through savings fund loans, investments and banking services; the subsidiaries CDC Habitat and the Scet are involved in this provision to local areas.
  • Pensions and vocational training, a long-standing business speciality of a mandate manager as a trusted third party. Caisse des Dépôts thus manages 70 social protection mandates – particularly the pensions of one in five French citizens – the individual occupational account (CPA) and solidarity funds.
  • Asset management, whether internal or held by specialist subsidiaries. Caisse des Dépôts is a leading institutional investor in France and Europe. It is a committed stakeholder in favour of green finance.
  • Investment in and financing of companies, with Bpifrance, a subsidiary 50% owned by Caisse des Dépôts and the French State respectively, which supports companies and their plans for growth – whatever their size. The Caisse des Dépôts Group is also the #1 equity financer of the social and solidarity economy.
  • Strategic holdings and subsidiaries, each of which practises an independent activity. They work across the following areas:
